HCPC launches consultation on standards of education and training

We’re consulting on proposed changes to our standards of education and training (SETs) which are designed to protect the public, by ensuring the quality of education and training programmes for the 15 health and care professions that we regulate. 

Our SETs are a key part of our statutory role to protect the public. Strong standards mean that the public can feel assured that anyone qualifying in the UK will have the skills and knowledge they need to join our Register and to deliver safe and effective care. 

Key proposed changes

We have worked closely with education providers, learners, professional bodies, and service users to help shape the proposed changes.

  • New structure: Standards are reorganised to align with how education providers use the standards and to formalise an institution and programme split.
  • Stronger EDI focus: A requirement for education providers to embed EDI across all strategies and policies.
  • Technology readiness: Expectations for education providers to keep up-to-date with relevant emerging technologies and to ensure they are used in an ethical and effective way when applied in learning.
  • Applies to all learning models: Strengthened standards to ensure that  they are effectively applies across all learning settings, including the classroom, practice-based and remote learning.

The consultation is now live and will be open for 13 weeks, closing on Monday 16 February 2026.
